In two weeks I will be at the visa office in Panama and doing the same in Thailand in October. Great question. In the work with my clients, I give a rather broad definition, in order for everyone to be able to create their own version of this. My personal definition boils down to this sentence: "I want options, mobility, and no one telling me what I can't do." (minimal government interference, visa options without minimum stay requirements, no or low taxes).
With an EU passport, you have more freedom to "live" in the EU. However, after 90 days it depends on the rule of the EU member, whether you have to locally register yourself and other obligations. But yes, much more freedom that with an US passport alone.
